Any Port in the UK from which vessels may go to sea and generate waste is required to implement a

Port Waste Management Plan. Operators of shore side facilities are obliged to provide appropriate

facilities for the disposal of waste and to avoid the dumping of waste at sea. This Port Waste Management Plan has been developed by Island Harbour Marina in accordance with the requirements of the 2003 No. 1809 MERCHANT SHIPPING - The Merchant Shipping and Fishing Vessels (Port Waste Reception Facilities) Regulations 2003, as amended.

Guidance for the production of this plan has been taken from the BMF and RYA document ‘Port

Waste Management Planning - a guide for marina operators and coastal clubs’, the MCA publication

‘Port Waste Management Planning - A Guide to Good Practice’ and from the Port Waste Management Plans of other similar marinas.

The objectives of the plan are to:

·         Dispose of waste appropriately to minimise the environmental impact.

·         Ensure that all marina users have the appropriate waste facilities available to them.

·         Ensure that all marina users are aware of their responsibilities regarding the disposal of waste from their vessels.

·         Ensure that waste reception facilities are sufficient for the volumes of waste generated.

·         Correctly inform users of the type and location of facilities available.

·         Promote re-use and recycling and to raise awareness of environmental best practice.

·         Ensure waste is stored and then disposed of correctly.

Island Harbour Marina is located on the River Medina, approximately two miles from Cowes and East Cowes on the Isle of Wight. It caters for small and medium size pleasure vessels, up to twenty two metres in length. Commercial or fishing vessels are not accommodated.

The Marina is consistently being improved and upgraded. It is in an area of outstanding beauty which emphasises the importance of waste management and the associated environmental impact.

The Marina is divided into three areas, known as the ‘Commercial Marina’, the ‘Residential Marina’ and the hardstanding boatyard. This Management Plan applies to all customers, in all areas. We also have a Holding Pontoon, which is 100 metres long, stretching out into the River Medina. Vessels, including water taxis, may moor there for short periods only, but must not unload either equipment or waste there.

There is an on-site restaurant and bar called ‘The Breeze Restaurant & Bar’ and a boat repair yard and chandlery, operated by Richardsons Yacht Services LTD. The ‘Commercial Marina’ is operated solely by Island Harbour Marina. The ‘Residential Marina’ is managed and overseen jointly by Island Harbour Marina and the Island Harbour Residents Association LTD.

The Merchant Shipping and Fishing Vessels (Port Waste Reception Facilities) Regulation came in

to force on 15 July 2003 and made port waste management a legal requirement. All operators of shore-side facilities have an obligation to provide facilities to enable vessels to land waste for disposal and to avoid the dumping of waste at sea.

It is a legal requirement of all vessels to land waste before proceeding to sea, unless they can prove that they have adequate waste storage on board to reach their next port of call. Vessels can be legally directed to land waste (incurring the appropriate disposal fee) prior to departure.

Vessels that do not comply with Island Harbour Marina’s Port Waste Management Plan may lose their berthing rights and can be reported to the MCA for legal enforcement action.

The Marina solely caters for pleasure craft. The majority of vessels using the Marina are small or medium sized, up to a maximum of twenty two in length. Commercial and fishing vessels are not accommodated.

Vessel owners are required to offload all ship generated waste (other than sewage) to shore facilities at Island Harbour Marina, but are not required to notify the Marina in advance.

All these businesses have provided full details of how they manage their waste. It can be reported that all conform to the standards required and expected by Island Harbour Marina. Confirmation by them is held on file by the company.

All resident vessels have been provided with a copy of Island Harbour Marina’s Port Waste Management Plan and have been informed of its requirements. Vessels visiting Island Harbour for short periods can find a copy of the plan on its noticeboards and on its website, along with additional relevant information. The volumes of waste produced by the Marina are difficult to predict, due to vessel activity varying

greatly depending on the weather and the time of year. The types of waste are listed below from 6.1 to 6.10.

Vessels using Island Harbour Marina rarely leave the UK and it is highly unlikely that any vessel would arrive from outside the EU. There is therefore no Category 1 International catering waste and facilities are provided for disposal of food wastes through the general handling of garbage.

Facilities are provided at Island Harbour Marina for the use of its customers, regardless of its origin. It is therefore not possible to determine the amount of waste generated purely at sea. There is no pre‑treatment equipment and processes operating within the Marina.

6.1       Boat Sewage & Bilge Water
As explained at part 3 above, vessels must not pump-out or discharge bilge water at sea under any circumstances. Regretfully, the marina has no pump-out facilities here, nor the ability to dispose of bilge water and so customers must make their own arrangements. 

However, there are facilities that can be used free of charge at the following Isle of Wight locations:-

6.2       Waste Oil
Waste oil must not be discharged at sea under any circumstances. Richardsons Yacht Services, who are based within the marina, can dispose of waste oil for you through Slicker recycling LTD, Enterprise House, Barracks Road, Sandy Lane Industrial Estate, Stourport On Severn, Worcestershire DY13 9RW. http://www.slickerrecycling.com/. There is a charge per litre for this service.

They can also dispose of used oil filters through ‘Phil the truck’, 12 Park Rise, Sandown, PO36 9FJ, although the filters must be emptied of oil first.

6.3       Batteries
Richardsons Yacht Services are able to dispose of used batteries, through their battery supplier, MBJ Batteries.

6.4       Unwanted Flares
Out-of-date flares can only be disposed of at Newport Police Station. They can be telephoned using their non-emergency number of 101.

6.5       Spillage of oil and other noxious fluids within the marina

Every care must be taken at all times to prevent the spillage of oil, sewage or other noxious fluids within the marina.

Marina users must notify the Control Tower immediately if any such liquids are spilled into the marina or around the site. Marina staff will be able to help you with cleaning it up and preventing it from spreading. The refuelling of boats must only be done with the prior permission of marina staff and must be done from the Fuel Berth, next to the Control Tower.

Richardsons Yacht Services, sell oil absorbent cloths and spill kits.

6.6       General & recyclable Waste
There are two bin bays, situated at either end of the marina car park. There are three 1100 litre bins for non-recyclable rubbish and three for recyclable rubbish. These are emptied weekly by BIFFA Waste Services, 45 Manners View, Newport Isle of Wight PO30 5FA. https://www.biffa.co.uk.

For glass, there is also a bin bay in the centre of the car park, containing three 1100 litre bins for brown, green and clear glass. These are also emptied weekly by BIFFA Waste Services.

A once a week collection is sufficient at the current time. This is regularly monitored and would be increased, if proved to be necessary.

Additional litter bins are located on the grass, across the lock and on the fences around the restaurant Children’s Play Area. These are emptied as and when necessary by Island Harbour staff, with the waste distributed in the main waste bins.

As well as the above recycling facilities, we have a clothing and shoe recycling station in the centre of the car park, operated by the Salvation Army.

6.7       Industrial Waste
There is a six yard skip in the centre of the boatyard for all marine and industrial waste. Wood and metal should be piled into the smaller trailer to the side of the skip for separate recycling. The skip is emptied and the wood/metal removed by Cheap Skips Isle of Wight LTD, whenever necessary.

6.8 Restaurant Waste
Restaurant waste is stored in separate 1100 litre bins to the rear of the restaurant. These are emptied twice weekly by BIFFA Waste Services.

6.9       Dog Waste
Dogs must be kept on a lead at all times when on the marina site. A dedicated dog waste bin is positioned opposite the shower block and must be used. This is emptied weekly by the local authority.

6.10 Miscellaneous items
Please contact the Control Tower if you need to dispose of anything that is not covered by the above methods. The marina can usually make arrangements to take most forms of rubbish to the nearby dumping and recycling facilities owned and operated by Cheap Skips Isle of Wight LTD. 

We will periodically review the availability of recycling facilities available within the local area and add provisions for our customers to recycle more waste where possible.

It is considered that the waste facilities provided across Island Harbour Marina are adequate. Consultation and appropriate improvements are on-going as required.

Notification and signage regarding use of waste facilities is adequate and users are provided with a variety of means in which to feedback comments about waste facilities or the Port Waste Management Plan. Waste produced by this small marina is normally synonymous with normal household waste and the approach of this Port Waste Management Plan is proportional to the risk.
